Otterbine oversees all of NIRCA's finances and serves a consulting role for all aspects of the organization. Tommy graduated from Penn State University in May 2007 with his bachelors degree in microbiology. Previously the president of the PSU club cross country team, which hosted the first NIRCA National Championship in 2006, he is also a co-founder of NIRCA. Tommy is currently the Club Sports Coordinator at Penn State University.
